The coovachilli service will do bandwidth throttling just fine (at least
tested OK in Attitude Adjustment), and on a per-client basis.  However, is
not stand-alone like nodogsplash, since it does expect a RADIUS server
somewhere in the cloud to respond to authentication requests.
