FWIW, I'm running nodogsplash on Barrier Breaker and am using a combination of tools to accomplish this - wondershaper to do bandwidth limiting, and just standard port traffic rules to block everything on the guest wifi network and then rules to open ports 80 and 443 on that network specifically. Works like a charm. Yes, the public network typically is set up with a subnet that's isolated from the private lan.
