All the tags (I18N_...) you see in the page are supposed to be replaced by the proper locale messages according to /usr/local/share/locale/[% YOUR LOCALE %]/LC_MESSAGES/openxpki.mo which is created during the p5-openxpki-i18n-0.9.909 port installation.
