To my knowledge, all you need is to set one of the "en_GB, de_DE, and ru_RU" as "preferred language" or just one of the "allowed languages" in the settings of the browser, which you are using to connect to the OpenXPKI web server. No touch of locale settings on the server side should ever be necessary.
