FreeBSD support is on the roadmap but not fully tested - It looks like Sergei (our FereBSD maintainer) has not updated the ports for a long time, so if you want to try it, please build from the current master branch yourself.

If I use openxpkictl --foreground start, and issue an (invalid)
openxpkicmd command, it first correctly responds with an error
message. But when I re-issue the command, the response is simply
I18N_OPENXPKI_TRANSPORT_SIMPLE_CLIENT_READ_CLOSED_CONNECTION. This
doesn't happen if I start the server without --foreground, though
there's still some inconsistency between the ..cmd runs. Is anyone
else seeing this? Has anyone actually set this software up on FreeBSD
or is it a lost cause?

Dont use foreground - it is just a development option and should be removed from the manpage. In older versions, we terminated the process on each "end of command", so we what you see here is what I expect.

As said above, Sergei does some testing and packaging on FreeBSD so it should work. Perhaps Sergei can give some more insight on current status.
