I did a start_over, uninstalled all the oscar-base RPMs, and started from 
scratch with the nightly tarballs.  I still get that same error during client 
creation:
 
PackMan::RPM=HASH(0x1b5d4000) does not understand PackMan::RPM::check_installed

Thanks for your test and posting.
Apparently, the check-in that I made with a bunch of the newly built opkg meta 
rpms and OSCAR normal packages last night seems to support RHEL5-X86_64 better. 
:-)

Joe, if you have time, can you please confirm this with your test too?
