No the local repository does not "export" those RPMs, it is clearly shown in your logs. That's why yum (used by OSCAR) cannot install those packages. So if you mean that the RPMs are actually in the directory of the local repository (/tftpboot/distro/fedora-8-i386 or a similar directory), it means your repository is corrupted.
