It sounds like you're having the 'rpm hanging' problem. Many other people have experienced this (I'm not one of them). It is due to a problem with rpm itself, and has been recognized (but still not completely fixed I think) by RedHat.
If the tests are failing, I'd need to see the test results, or know what tests are failing to be able to help you further. Depending on which tests are failing, there may be other files to look into to find more information on what's going wrong. I don't know what tripwire is looking for, so I can't say what might be missing. I'm assuming you're talking about running it on the clients?
