If you have an internet connection to the outside world, you should be
able to access OPD.

What happens if you run this:

/opt/oscar/scripts/opd

(this is the CLI version of OPD).

Also, you might want to make sure that you have cleaned out any cached
OPD XML files:

rm -f /var/cache/oscar/opd/*.xml
