The OPD directory is accessed via http, but the files via ftp.  So, if
you can see a list of packages, but can't actually download any of them,
it sounds like you do have a firewall problem.

By specifying "--lwp" on the OPD command line, e.g.,

        /opt/oscar/scripts/opd --lwp

You can make OPD use a proxy.  I haven't actually done this, but read
the LWP and LWP::UserAgent man pages, which appear to discuss the
methods on using a proxy; the specifics on using the proxy are
controlled by your firewall configuration.
