where the 4.2 package is a tad smaller at

They are both full OSCAR packages, unless sourceforge (or me) did something
strange during the file upload. Perhaps you were looking at the version
which includes SRPMS. Those are not generally neccesary unless you are
trying to support a new type of distribution.
