Hi Michael,
Yes the home directory is present on head node and  password free ssh works
for the root account.
By clock synchronization do you mean the system time. The system time of the
cluster nodes seems to be running a little late by about 1.5 mins with the
headnode.
Is there anything else I could try

/home is shared over nfs by default so if the directory is present on the
head it should be present on the nodes.

may not realize that new files are available to share.  Does passwordless
ssh work for root?

The OSCAR environment should take care of setting up the password free ssh
the first time the new user logs in, but if their home directory is not
being shared out to the nodes it won't work because it relies on files
there.
