Brian, I am sure he does. Since I was in R&D and now in Training, I never really got around looking at the numbers properly.
Although I can never attest to its authenticity (or otherwise), from my experience dealing with agencies, there is seems to be a genuine interest in FOSS. As mentioned, I only fear that they will alway associate FOSS with Free as in cost rather than in Freedom.
