It would be great if the various components that would go into an AS3 compiler, such as the lexer, etc., could be broken up. That way different people could work on them, implement them in other languages, and possibly use them for other purposes. For instance, a tool that parses AS3 files into xml could be used for importing into a UML modeler or generating documentation.
I don't know anything about this stuff, though, so maybe I am just thinking wishfully.
