Yes, .NET 1.1 is required.

FlashDevelop is not trying to be Eclipse or Visual Studio, it is not a
monolithic solution to all your editing needs, which is one of the reason
why FD is light-weight and responsive.

I, too, miss some features such as XMLBuddy, java editting capability, Ant
integration in Eclipse.  I still have Eclipse installed in my computer, but
I only run the 800-pound gorilla when I need to, rest, I am pretty content
with FD for its better speed and intellisense.
