I'd strongly recommend going to labs.macromedia.com for Flash Lite 2 -- 
once you get the Developers Kit it includes a voucher to get the Player 
from the Store. (If you go to the store direct, you'd end up paying... 
no need, at least not now.)

For consumers, we're working hard to get the Players embedded into 
devices directly -- installing plugins to a desktop browser is hard 
enough, and for the world-at-large, this stuff should really just work 
out of the box.

But developers may have already purchased a compatible device, so 
there's a nominal charge at the Store to help them, while still 
deterring raw consumers. The Labs site is the way to go!
