Yes, of course. XHTML is pure semantic data, so rendering wise you are 
free to do anything with it. You don't need to implement CSS in Flash.

However, i think even implementing CSS (i mean, a real CSS parser plus 
CSS box and line box model) is very feasible with Flash Player 9. It 
might not sound like a brilliant idea if you just see XHTML (sure, all 
todays browsers do that much better and more performant), but it could 
be used to write a zero install, cross platform/browser rendering engine 
for advanced forms (XForms), or a desktop engine (XFrames), real rich 
text support for Flex 2, the ultimate rich text editor, and a lot more.
