the SWF file format and hence the spec being not open
is completely corelated to the open source-ness of the flash player

that's why we argue about the spec imho

there is a fine line between reading a SWF file and playing a SWF file,
as soon as you read so much of that SWF file that you can play it
you got yourself a flash player, and that is where is the problem:

allow other people to play SWF file or not.

the license state that
"This license does not permit the usage of the specification to create
software which supports SWF file playback. "

that's clearly to prevent other people to build softwares that can play SWF file
so you don't have flash player clone poping all around.
