Just to say a few things about Windows:

I suggest gz for Windows too, since all zippers support it. And a developper 
that has no zipper on his machine is not a developper! ;)

Yes, 32/64 and VC8/VC9 are not compatible, so I think these would be separate 
("package_win32_vc8_sp1" for instance). Be aware that even SP1 and non-SP1 are 
not compatible (non-SP1 are deprecated though).
