There are version numbers and so-versions, both can get incremented independently and sometimes together. The OpenThreads version is in theory separate, in fact for the 2.0 release things got a bit too separate and I didn't spot the fact that I didn't bump the OT version number up to 2.0 when it should have been, it was stuck at 1.9.x. OSG-2.2 fixed things and OT progressed to 2.2 from its then 2.1.x state. OT is still at 2.2 as I haven't made any changes that require the version to be bumped up to 2.3.x status. Whether OT should keep in sync with OSG for here on out is open to debate. If its not changing then bumping it version number up just because OSG does doesn't make much sense from a OT perspective. For an OSG user perspective being able to forget about OT version is probably something simpler than thinking out OSG and OT being out of sync.
