I'm diving in this thread rather late...

One of my intentions for osgTerrain is to support adding polygonal
constraints to the tessellation of the height fields.  This will allow
us to import building outlines etc. and have them automatically
matched with the terrain.   This is a feature I won't be able to
tackle soon though, too many other tasks on my plate...  but I'll get
there eventually if others don't beat me to it ;-)
