Others are too busy, or simply don't have the itch to scratch, or perhaps just plain forgotten that they were meant to spearhead maintenance. I can't really answer this.

Specifically regarding the absence of a 2.8.3 release, I think the issue was "no itch to scratch." I proposed a 2.8.3 release to support OS X 10.6 back in November (see the thread "Mac OS X Snow Leopard"). One person enthusiastically responded that they thought it would be a useful release. I would've taken this on, had there been some critical mass of developers to step forward and test.

No one else has really stepped forward and asked for a 2.8.3 release in any form. Okay, I take that back, as I seem to recall Chris being interested in getting some of his submissions into a stable release back in December. But again, I don't recall seeing any "hear, hear!" or "I second that" types of posts from the community.

Back when I did the 2.6.1 release, I found that my requests for community testing prior to release generated a smaller response than when Robert asks for testing. 2.6.1 had good quality nonetheless, because the patches were applied directly from trunk where many developers were implicitly testing them.

Nonetheless, 2.6.1 did seem to end up with a lot of users. So perhaps I should just strap some on and do a 2.8.3 release and assume that it will have some value for the community, even if practically no one is expressing any interest or guiding me on specific changes.
