if you are going to render whole scene again, i did not understand where culling is? and also i dont believe culling far plane is a good idea if you are rendering large area, the increment of performance will not be dramatic.
i suggest you to draw terrain in different levels of details. i render 100km x 100km terrain by LOD instead of culling them.
