We have done this for small areas and it works alright ( just editing the leaf tiles ).

When you convert from a --TERRAIN based ive file to flt, this gets converted to geometry. Then when you convert back to ive, you still have geometry. I don't remember the size difference, but we have noticed an increase in size.
Oh yeah, I had forgotten about the osgTerrain::Terrain technique... We always generate polygonal databases because we need to read the triangle mesh from the file separately for collision detection, so I hadn't considered that case. So yeah, in that case, the file size would go up quite a lot.
I guess the only way to really edit the terrain of a --TERRAIN-based database would be to edit the source imagery... But I don't know of any tools that would facilitate this or even if it would be feasible.
