  I've done modification of terrain elevation data at build time (both to the 
source GIS
data, as well as within VPB), at post-build convert-time, and at run-time 
(during load and
post-load).

  I'm working on packaging up some terrain tools that provide the framework for 
doing
(some of) the above. It hasn't been published yet because it relied on some 
changes that
Robert didn't accept into OSG, so I have to rework the structure to operate in 
a more
supported fashion. But, I anticipate getting it out there this month.
