I observed something similar here. For my local hacky use, I have just removed 
the 'file://' too. I have put invesigating why this is required for my 
environment onto the todo list, where it is still lurking around.

So in the end here my +1 for 'there might be something wrong with osg's 
current vrml uri usage'.
