What i can think of that doesn't break whole design is to call 
glGetTexParameter 
<https://www.khronos.org/opengl/wiki/GLAPI/glGetTexParameter> 
(GL_TEXTURE_IMMUTABLE_FORMAT) 
before calling glTexStorage
