That's a good question.  I don't write the .rgb plugin so I can't
answer easily.  The code doesn't mean different encodings of run
length encoding.  There are two paths but I couldn't say with is
used/suppport.  SGI RLE certainly works.

The problem file doesn't look any different though, rather than using
less bytes, its actually got too many, so I'd be surprised that there
is any 'Aggressive RLE' being used.

It looks to me like a problem file.
