I have not build it with mingw, but it is neccesary for the plugin to have the COLLADA DOM compiled and installed, because the osg_dae plugin links with it. On my system, compiling COLLADA DOM gives libcollada_dae.a libcollada_dom.a libcollada_LIBXMLPlugin.a libcollada_stdErrPlugin.a libcollada_STLDatabase.a I believe the OSG plugin links with libcollada_dae.
