Out of the box, my guess would be 'no'...although I'm not completely
clear at the moment on what your use case is driving the need for
'referential integrity'...and I can't speak accurately about other

However, ECF has an open provider architecture (and multiple providers
based upon various protocols) intended to make it easy to create a
standards-compliant distribution system, and insert that distribution
system underneath the implementation of the OSGi Remote Services/Remote
Service Admin standards. One can, of course, base any new distribution
system provider on existing open implementations (ECF's or others).

And are all mature and being maintained?
ECF is mature (by Eclipse Foundation definitions of project maturity),
and I can tell you for sure it is being maintained :). We provide as
much direct support as we can via our mailing list [2]. Our next
release is scheduled for March 10, 2014 (3.8.0).
