Out of the box, my guess would be 'no'...although I'm not completely clear at the moment on what your use case is driving the need for 'referential integrity'...and I can't speak accurately about other implementations.

However, ECF has an open provider architecture (and multiple providers based upon various protocols) intended to make it easy to create a standards-compliant distribution system, and insert that distribution system underneath the implementation of the OSGi Remote Services/Remote Service Admin standards. One can, of course, base any new distribution system provider on existing open implementations (ECF's or others). More here [1a].

And are all mature and being maintained?

ECF is mature (by Eclipse Foundation definitions of project maturity), and I can tell you for sure it is being maintained :). We provide as much direct support as we can via our mailing list [2]. Our next release is scheduled for March 10, 2014 (3.8.0).
