The most accurate optipn would be what particular surface is there.
surface=unpaved should be used
ONLY if you have no idea what the surface is.
The tag tracktype is not considered a subjective tag, in contrary to
smoothness. Many tracks e.g. have tracktype tag, but not surface tag.
Brouter profiles also regularly coping with ways
tha are neither ( explicitly )paved, neither ( explicitly) unpaved.
Aside of that, highway=track tracktype=grade1
can be considered as paved with quite confidence,
even if surface tag is not provided.

Using Potlatch 2 in advanced mode seems like the way forward. As such,
problem solved, thanks.
Even so, it is rather worrying that there is likely to be a plethora of
paths of this type, as yet not tagged "unsurfaced", and OsmAnd ought to
have a way of coping with it, (as Brouter does!)
