Yes, there's a lost optimization opportunity here, indeed.

Note that labels (like street names) can more or appear/disappear
depending on lots of things beside the resolution: it often happens that
I temporarily see a label (or part thereof) on a building or a street
only to see it disappear when I slide the map (same resolution) to try
and see it better.

So I think that's one of the reasons why maps aren't cached.  But I think
it would be good to fix this "label movement" issue, and not only
because it would make caching easier.
