As far as I know, Android 5.1 is the worst offender. In later Android, you can give an app an exception when handling data. As Android 5.1 is now "old", personally, I wouldn't expect changes in Osmand. As for the copying - copy the files manually. First do a backup of the Osmand folder (or the Android/data/xxx.osmand.xxx folder) - not sure how you have it installed - to keep it safe. Then, change the path and manually copy the files in file manager.
