What about the manual map download and placement ? Not sure about OSMAnd, but AFAIK, LocusMap cannot download vector maps to the SD card, but it can use them once they are on the card.

BTW, I have thought the possibility to use the SD card as seemlessly added internal memory is available since Android 6, but I may be wrong. Being formatted so is little different thing, this is just about a used filesystem.
