It surely is necessary as the files are getting too big, so possibly the developers need to reduce the load on their servers by enabling users to download the smaller regional files only. There were times where is wasn't possible to download those 600MB files trough OsmAnd. Possibly overloaded servers or similar.
Going into the All downloads and choosing regions instead of full country is an annoyance, but it was the case forever, when a country got split. E.g. I also only recently noticed that Austria also got split into regions. But some countries still have the full country available alongside the regions (e.g. Austria or Czech republic). Probably those will go away once the country file is too big. Like Germany. So if you want to make the experience better (instead of just harsh comments). you could file a report into OsmAnd github about what OsmAnd should do when the files get split. How could it announce the fact to the user so that he gets the notice the full files may not get further updates and he needs to choose regions...
