This is about flexibility. I checked map sizes. I drive through Germany to Austria for my wintersports. Using the Reguierungsbezirk maps that I need, I only need 30% in size of the maps. If I would live in Bayern or Baden-Württenberg and drive a lot there, I would of course download the Bundesländer. I assume you live in the south of Germany, so I understand your first reaction.
But if you look at it from the other side: Now I have two options and I like that very much, so why are you calling this crap? What is culpable and where you can blame the developers, is that there has been no communication at all, leaving lots and lots of users in the dark. That is causing a lot of confusion and irritation.
