In sysconfig, Frontend::Agent::Ticket::ViewNote, via Ticket::Frontend::AgentTicketNote###State you allow or disallow changing the ticket state when writing a note. Via Ticket::Frontend::AgentTicketNote###StateType you define which states can be chosen there.
