Hi Andy,
I have some additional information. I was following the instructions
for configuring the web server using the online documentation.
However, the file "README.webserver" mentions that the following line
should be added to the otrs conf file I created for Apache (after
modifying the root of my installation):
Perlrequire /opt/otrs/scripts/apache-perl-startup.pl
That got me past the error I have been having so far. I still cannot
create a user but now I get a OTRS error web page (rather than an
Apache error log message) and that shows the following:

Does this mean anything? Perhaps it is not a Leopard problem but

It was a clean install of Leopard (after erasing the disk).
To install the modules I used the CPAN shell running as root. It

worked first shot.
