Dear Phillippe,

afaik the PostmasterFilter does not support negation yet.

I recommend to setup another filter, executed earlier to your X-OTRS-Ignore 
filter, matching for emails coming from internal mail addresses / domains and 
WITH “Ticket#” in the subject line. If so, stop on match ...

If you execute these both filters very last you should be fine. The only 
disadvantage is that every email does proceed the whole set of filters before 
it gets ignored ... if it works actually in terms of performance depends on 
your quantity structure.
