Sarah, I cannot assist you with the C/S question. But with the formula one I can.
I commenced my study as a student midwife in 2000. Among the first of our proficiency tasks that we were educated with were educating parents on the making up of formula and the 'rules' such as not keeping made formula for 24hrs etc. Might I add that with these proficiencies were also assisting mothers with breastfeeding and attachment etc. These tasks were to be practiced with a senior midwife in attendance and a 'proficiency' paper signed and this then 'allowed' us to do this unattended.
