Bottom line... don't use + in file names, the forms break.  I came across the 
same issue in a data migration about 6 months ago... we ended up stripping out 
the + signs.

I believe the most important character is the "+" in the filenames and 
according to this site

The "+" symbol is supported by SharePoint 2007 but doesn’t appear to be the 
case in practice.

Any advice more specific to files using "+"?

One of two things must be changed:

A. the filenames
B. the platform you're using

I'd say A would be easier but if it's a requirement then B may be your
only option.
