Did you forget to add:
snmp-server community public RO
snmp-server community private RW

snmp-server enable traps port-security
snmp-server enable traps port-security trap-rate 1
snmp-server host 192.168.10.5 version 2c public port-security
Not sure where else to go here.....

Config looks OK. I don't know about SNMP community strings tho, maybe
you can review. We recommend running IOS 12.2(58) as the
firmware. Can
you upgrade and see if it resolves the issue?
