Because, in my case at least, Padre coding happens to large extent at
work during otherwise slowish days, fixing bugs that are prevent me
getting work done, or slowing me down.

If there's volunteer time available, but we have to tell people to sod
off because they can't commit, that's a waste of resources. Padre has
always tried to maximise opportunities for more volunteer labour
wherever possible
