we have a dichotomy with gving a Welcome message and generating spam as
sewi correctly highlights.

not providing Welcome message for op's is easy
as for rest, well we could abuse the HOP (half-op status) for known
members, similarly to the current trust for ops.
it would just mean emulating the trust system.
But, there's always a but, would this be an abuse of the IRC HOP
feature, or can we do what we want with it?
