not providing Welcome message for op's is easy
as for rest, well we could abuse the HOP (half-op status) for known
members, similarly to the current trust for ops.
it would just mean emulating the trust system.
But, there's always a but, would this be an abuse of the IRC HOP
feature, or can we do what we want with it?

I have tweaked bot code

now op's will not receive a welcome message on join, only on /nick
change to a trusted nickname
this will most likely happen when an op joins via a web interface
then issues a /nick

I have now sent the /nick message privately, they can change nick in
private chat also ;)
as for those who do not want the Welcome message, there is now an
experimental status using hop, ie hop no welcome

I thought finished, apart from weather normal user should be 'Welcome'
but look at other channels for inspiration, I noticed we don't have a
ban mechanism.
we do now, and it's persistant
bot: ban nickname # ban nick then kick the nick, added to banned list,
dose not work against op's
