Padre isn't on GitHub. There have been discussions on that and we decided not to do it.

SVN commit bits are pretty easy to get: Create a patch, submit it via Trac and get it accepted. Commit bits will be given after few successful patches, sometimes even for the first one. We used to give the commit bit to anybody asking for quite a long time, but had to stop when people started committing a one line change combined in a completly reformatted file which might fit their personal preferences, but not the Padre standards.

The community has become pretty dead for some time, you're very welcome to join us and bring some new life to Padre development.
