Daniel,
1) A period ( '.') is the same for English and Japanese (its still a single
byte character 0x2E).
So you can always use 3 periods instead of an ellipsis. And that is
the prefered way if your application uses a Roman interface but doesn't
want to look "weird" while running on Palm OS for Japan.
You certainly *don't* want a double byte period.
2) The horizontal ellipsis and the numeric spac character are now located
in the control range (0x18, 0x19). These glyphs are guaranteed to exist at
these locations for the 4 main fonts - for any character encoding (David
Fedor ...?)...but this has been done for OS 3.1 and later...

I spoke too soon. There's a versioning problem between PalmIII's
with J-OS and Japanese Workpad's running OS 3.1. I used the newly-
placed ellipsis char at 30h in the resouce file, and PalmIII's are
of course displaying this as another character, which in this case
is a big ugly gray box.
I can't use the English "..." string because I'm using double-byte
characters. I suppose if someone knew the two-bytes code for a period
'.' character I could use that and it work would on both. (Japanese
periods are fixed-width and don't look right. I'd rather not use
them.) Does anyone know how to resolve this?
