A way to make the zip code less likely to be left blank in the first place
would be a way to quickly fill in the zip code field based on the previous
record.  A census take is likely to be entering lots of data in 1 zip code
and not randomly bouncing from zip to zip.  On the other hand "defaulting"
the zip to previous entered records value is likely to cause entire
neighborhoods be have the wrong zip just because the census taker forgot to
change it...
