Yes, absolutely. The OS version is independant of the processor. A
hypothetical 4.0 might well run on the original DragonBall, for example.
If you want to see if you're on a DragonballEZ, check that via the
appropriate feature (whose definition I've posted to this list quite a few
times already). Don't draw assumptions from the presence or absence of
something unrelated...
