I think the easiest way to accomplish this is to use a replacement for the
HotSync manager. Fortunately, you do not have to write that replacement
yourself, since it already exists.
On Unix machines you can use the pilot-link package, which allows you to
directly manipulate all the data on a connected Palm device. It includes
support for Palm's built-in applications, and it has language bindings for
C, C++, Tcl, Perl, Python, and Java.
On Win32 machines you can use my Win32 port of pilot-link, which is
available at http://lemming.stud.fh-heilbronn.de/%7Echrist/pilot-xfer. It
is less complete than the pilot-link for Unix, but has proven to be very
reliable.
If Java is your language of choice, on either Unix or Win32, you should
take a look at SyncBuilder (http://come.to/SyncBuilder) which is a much
enhanced version of the pilot-link Java-binding.
If you are into Python, you should take a look at the PyRite package,
which is a much enhanced version of the pilot-link Python-binding. I don't
have the URL handy, but a search on PilotGear will find it for you.
